In the late Qing Dynasty, the chief eunuch Li Lianying assigns the Yihequan's three factions—Shen Da, Maoshan, and Shushi—to eliminate the traitor and the second leader Thunder (played by Lau Kar-wing). Fang Shaoqing (played by Hui Yinghong) and her master (played by Lau Ka-fai), Lei Yong (played by Lau Ka-ling) from the Maoshan faction, and Tie Hou (played by Xiao Hou) and the leader of the Shushi faction (played by Zhu Tiehe) separately head south to Guangzhou in search of Thunder's whereabouts. In the past, Thunder managed the Yunnan branch but, unwilling to let his disciples die fighting foreign military with the so-called "Shen Da" skills, defied the imperial decree to disband the Yihequan Yunnan branch and took the name Yu Bo to live in seclusion. The factions pursuing him are all vying for merit, resulting in continuous internal conflicts. Lei Yong disguises himself as Thunder using a rogue (played by Fu Sheng) to draw out the real Thunder. Fang Shaoqing and Tie Hou are both moved by Thunder's righteousness and switch sides, but the leaders of the three factions still want to eliminate Thunder.
