Bao Decheng (Yue Hua) is a skilled fighter who, under the identity of a masked bandit, robs the rich to help the poor while opposing the government! The son of the investigation department director, Ma Buyun, Qianli (Chen Honglie), is clever and plots to capture Bao. During this process, he falls in love with his cousin, Wang Danping (Li Jing), but Wang is already promised to doctor Li Dawei (He Fan). Qianli schemes to capture Li and intends to kill him to have Wang for himself; Bao comes to rescue but ends up getting arrested instead. Fortunately, Bao's assistant, Xiao Zhong (Wu Jiaxiang), sneaks in to provide weapons in prison, and that very night, Bao rescues Li and successfully escapes from prison. Afterwards, Bao impersonates the uncle of the bodyguard commander’s concubine, Peacock (Yu Qian), infiltrating the commander’s residence, resulting in the elimination of all evildoers and protection for the common people. In the end, Bao escorts Wang to meet Li before drifting away!
