The unlucky yet dream-driven man Darren Barrenman (played by Chris Pine), who aspires to be a philosopher, spends his days managing the pool at the Tahiti Totem Apartments in Los Angeles, while uninvitedly attending city council meetings with his two neighbors Jack and Diane (played by DeVito and Bening). Soon, Barrenman discovers that Los Angeles is facing the biggest water heist since "Chinatown." In pursuit of this, he enters into an unstable partnership with a shrewd femme fatale and interacts with corrupt municipal officials, disillusioned Hollywood curmudgeons, and mysterious donors to follow every lead he can find—all in the name of "protecting my precious Los Angeles."
