College student An Li takes advantage of her summer vacation to investigate an ancient tomb, but she is deceived and sold by trafficker Gao Shiying to middle-aged fisherman Fu Zhu. On the dilapidated fishing boat, with tears streaming down her face, An Li begs Fu Zhu's wife to let her go back. Though sympathetic, the wife pleads with her to stay, thinking of the 7,000 yuan of hard-earned money. Fu Zhu desires to forcefully impose himself on her but cannot bear to see the two streams of humiliating tears rolling down An Li's cheeks, so he tells her to think it over. An Li suddenly disappears, and the police investigation reveals that a gang led by Gao Shiying is responsible for the trafficking of women. The chief instructs officers Ya Hong, Xiao Jie, and others to swiftly catch the criminals. While performing tasks at the station square, Ya Hong learns about Gao Shiying's location from a petty thief they caught. The next night, Ya Hong and Xiao Jie disguise themselves as rural women looking for work, and Gao Shiying has his accomplices introduce Xiao Jie for a job at a restaurant. In a secluded alley, the cunning Gao Shiying spots Ya Hong shadowing them and instructs his accomplices to attack them. The police arrive just in time to rescue them. One day, Gao Shiying and his gang suddenly attack when Ya Hong and her fiancé, Xiao Pang, are returning home, knocking Xiao Pang to the ground. Ya Hong is devastated. Gao Shiying is discovered by Ya Hong, who is closely monitoring him at a café. He escapes into a building and takes a woman named Lina hostage. To protect the hostage and the safety of the residents, the chief signals everyone to retreat while ordering the sealing off of all exits. Ya Hong leads the police to rescue three young women held captive by Gao Shiying in yard 29. An Li finally returns to her parents. Looking at the poor girl with a blank stare, the chief orders a severe crackdown on Gao Shiying. At the dock, Gao Shiying holds down the power switch, threatening the safety of hundreds of passengers. In a critical moment, Ya Hong negotiates alone with Gao Shiying. While he is caught off guard, Lina sprays wine in his face, allowing Ya Hong to draw her gun and shoot, finally bringing a shameful end to Gao Shiying.
