Terry (John Travolta) is a sound engineer who specializes in recording audio for low-budget horror films. During a job, Terry accidentally records the sound of a car falling into the water. Shocked, he rushes to the scene of the accident and, during the recovery of the vehicle, he is astonished to discover that a woman named Sally (Nancy Allen) is miraculously still alive. After waking up, Sally tells Terry that the whole accident is not as simple as it appears; it is hiding a tremendous political conspiracy. Suddenly, Terry finds himself caught in a very dangerous situation, and the pursuit by a mysterious figure strengthens his determination to get to the bottom of it. He knows that the truth is always hidden behind immense power, and his life is at stake at any moment. In such a turbulent environment, he can only trust himself.
