Led by Master Wu Jue, the eighteen staff-wielding monks of Shaolin receive an imperial edict to head south and fight against the Japanese pirates. On the frontlines in Jiangsu and Zhejiang, the monks save a group of civilians, killing the younger brother of the pirate leader in the process. The monks lead the refugees to Feiyu Pass, seeking assistance from the stationed Ming army. However, they discover that the Ming troops at Feiyu Pass have already fled, forcing the monks to rest there temporarily. Unbeknownst to them, the Japanese pirates have dispatched their main forces to attack Feiyu Pass, and the only remaining civilians in the earthen city are the elderly, weak, and women. The monks decide to stay in the earthen city to help the villagers resist the pirates. At a time of life and death, the eighteen monks together fend off the pirate attacks. However, due to the impulsiveness of a junior monk, several senior brothers are killed by the pirates. The pirate leader learns that there are Shaolin monks in the earthen city and sends a ninja squad for a surprise attack, vowing to take Feiyu Pass and kill the monks to avenge his brother.
