One day, Shin-chan (voiced by Akiko Yajima) found a mysterious bottle of liquid on the riverbank and brought it home to put in the fridge. Little did he know, Misae (voiced by Miki Narihashi) and Hiroshi (voiced by Keiji Fujiwara) accidentally drank it, and the next day they surprisingly mutated into animals. Later, a mysterious environmental organization called SKBE kidnapped Shin-chan's family, and leading them was none other than the village chief of Futaba, Mamoru Yoshi (voiced by Koichi Yamadera). It turns out that Mamoru is a radical environmentalist who plans to use a mysterious drug to turn all humans who destroy the environment into animals, and the mysterious liquid Shin-chan found is still in the testing phase of this drug. Mamoru intends to use Misae and Hiroshi as experimental subjects for research.
