Jack Cates (Nick Nolte) is a seasoned detective who has struggled to make any breakthroughs in the police force. He feels depressed and frustrated, often turning to alcohol to escape reality. Meanwhile, Reggie Hammond (Eddie Murphy), who grew up in a black neighborhood, has been a habitual criminal, engaging in criminal activities from a young age. However, both Jack and Reggie long to change their circumstances, seeking new opportunities and a chance to correct their mistakes. The turning point of the story occurs at the Waldorf Hotel, where the violent convict Albert (James Remar) and his partner Billy (Sonny Landham) successfully escape from prison and hide out in the hotel. They use fake names to conceal their identities and plan to continue their criminal acts. Meanwhile, Jack, along with his colleagues Vincent and Algren, is assigned to investigate a case but unfortunately becomes a target for Albert. Jack decides to seek revenge for his colleagues and asks his superior for permission to work independently.
