The capable and brave Valerie (Naomi Watts) is a secret agent in the CIA's "Counter-Proliferation" department, tasked with investigating the potential existence of weapons of mass destruction in Iraq. However, the investigation reveals no ongoing nuclear weapon programs, which is a stark contrast to what many American officials expected. Valerie's husband Joe (Sean Penn), a diplomat, is commissioned to investigate whether local African entities sold enriched uranium to Iraq, and like Valerie, he finds no related signs. Subsequently, Joe publishes an editorial in The New York Times detailing his findings, which unexpectedly sparks an intense war of words. Valerie also faces dire consequences as her undercover identity is leaked to a Washington journalist, making her work overseas nearly impossible and endangering her safety and that of her colleagues, while her family and friends are overwhelmed and distance themselves from her. Is this a coincidence or a deliberate setup?
