In the 1960s, Hong Kong was a chaotic place filled with both good and bad characters. The Royal Police, under British rule, were excessively greedy, even colluding with the underworld to exploit the populace. Ambitious young detective Lee Rock (played by Andy Lau) navigates carefully between his British superiors and Chinese bosses, seizing every opportunity to ascend the power hierarchy. During a violent incident, he takes notice of the bold and ruthless Ng Siu-Hau (played by Donnie Yen). Hailing from Southeast Asia, Ng is fiercely loyal and willing to go to great lengths for his brothers. With determination, he carves out his place in the underworld while rising to prominence alongside Lee Rock through mutual support. Ultimately, the bloodied paths of Lee Rock and Ng Siu-Hau lead them to become heavyweight figures, each commanding their respective realms in law and crime. As their bond grows, the brothers gradually start to diverge in their paths. When the storm arrives, everything is about to change…
