Seven years ago, a deadly poisoning incident occurred at the Japanese consulate in the UK, and the only survivor was taken by an international crime organization. For political reasons, the Japanese government decided to keep this matter hidden. Seven years later, former director of the International Criminal Intelligence Agency, Mark Liu, comes to Japan to trace the whereabouts of the crime organization leader, Crow. The Tokyo Metropolitan Police Department dispatches special agents Ryuichi Sugishita and Wataru Kanbara to assist. However, the police's first informant is soon killed by a mysterious man in black.
